Class MA Retail to Residential Change of Use in Chelmsford

We are delighted that Chelmsford City Council has granted Prior Approval for the change of use of a Class E unit to a new residential dwelling.

This site is located on the edge of Chelmsford City Centre and conveniently located close to the strain station.

We used Class MA of the General Permitted Development Order in this case to justify development. This process is a powerful tool to rejuvenate redundant retail units. But there are still a number of criteria cited under Class MA, Part 3 of the Town and Country Planning (General Permitted Development) Order 2015 that need to be met.

As this site is located within a central location, we were able to:

  • Justify a car-free development.

  • Demonstrate there was no contamination or flooding issues on site.

  • Demonstrate that the character of Conservation Area would not be impacted by the proposed change of use.  

  • Internal space standards would be met, and all habitable rooms would have natural light.
